Challenge
The client needed to rapidly mobilize trained Flood Mitigation Technicians (FMTs) and Haulers throughout South Florida ahead of hurricanes and major storm activations. The goal was to establish a fully operational, on-demand response network capable of staffing multiple counties within a three-day activation window. Prior to this engagement, the client had no standardized systems for sourcing, training, scheduling, or pay — and no infrastructure for coordinating large-scale activations in real time.
Approach
Regional Talent Network Development:
- Built a localized sourcing network of 2,200+ pre-qualified emergency response professionals across key South Florida counties from March to September 2025.
- Designed geo-targeted sourcing strategies to ensure personnel coverage near flood-prone and high-impact zones.
Training & Readiness Program:
- Produced comprehensive training manuals and instructional videos specific to South Florida flood response, focusing on water mitigation, debris handling, safety, and site setup.
- Established clear role definitions and readiness certifications for Haulers and Flood Mitigation Technicians (FMTs) to ensure field consistency.
Compensation & Incentive Design:
- Built pay structures and regional rate standards for FMTs, haulers, and supervisors.
- Proposed a bonus and incentive plan tied to speed of deployment, safety compliance, and site performance.
Logistics & Hauling Network:
- Developed a dedicated network of 123 South Florida truckers to handle hauling operations during activations.
- Created dispatch protocols and pre-activation staging plans for immediate mobilization once storms were forecasted.
Technology & Communication Platform:
- Built a custom portal and mobile app connecting the entire South Florida activation community — enabling real-time updates, shift assignments, and communication during operations.
- The app became the central hub for workforce management, training reminders, and pay updates.
Supervision & Scheduling Infrastructure:
- Designed a supervisor structure and leadership training system to manage large activation teams across multiple counties.
- Developed detailed 24/7 multi-site scheduling models to support around-the-clock operations when storms made landfall.
Comprehensive SOP Development:
- Authored complete Standard Operating Procedures (SOPs) covering all critical functions: Sourcing, Marketing, Training, Pay, Safety, On-Site Supervision, and Activation Operations.
- Ensured all processes could be activated and executed within a 72-hour window, providing structure and control during chaotic response conditions.
Outcome
- Regional Readiness: The client gained the ability to deploy trained flood response teams within 72 hours of a storm warning across multiple South Florida counties.
- Operational Excellence: Established an end-to-end SOP framework that standardized every phase of the activation cycle — from sourcing and onboarding to supervision and post-storm debriefing.
- Community Network: Created a living network of trained local professionals, ready to respond to future hurricanes or flooding events.
- Scalable Model: The program positioned the client as a leader in South Florida emergency activation, with systems that can easily expand to other regions when needed.
